Dreamweaver is pretty much the industry standard best.
Others may argue this, but it's true.

Also...Frontpage is terrible.

Best is very subective.

I much prefer Dreamweaver.

Frontpage tends to be a little too Microsoft centric and generates bloated code.

Also, remember when working with FrontPage that it requires extensions which, if the server you're working with doesn't have or support.........

Dreamweaver over FrontPage, definitely, if those are the only two choices. However...

NVU is better than Dreamweaver for visual web page design.

ActiveState Komodo Edit is better than Dreamweaver for coding/scripting.

Both are free.
