I'm using this at the moment myself. It's free, without adware or spyware and completely compatible with Windows. You can download images/templates FOC you can use at (2).

If you have Mozilla or Netscape, you already have a free website builder-- it's called Composer and comes bundled with each browser. It's sort of like a stripped down version of Front Page and has a word processor-type interface.
