Is it best to create a website with notepad, offline, and then only get it hosted after I have finished?
Or should I start with it on the web?

I would put it on the web and have a password to access it.  This way you can test it in a live atmosphere.  If you are just testing it on your pc you may find that when you upload it you have some links that don't work and that will drive people away.  But the password access will let you test it and not let others access the unfinished parts.

right now i am making one and i am doing it on notepad first, and then i will be checking if it really works fine with all the major browsers like firefox, IE, chrome, opera, safari. After making sure that it works fine with all these browsers, only then i will be hosting my document.

Ive got over twelve "best answers" to questions just like this, so I hope i am able to help you out too.

Jotting down an outline is fine, but you really should dive right in and get a webhost. The webhost will provide you with all the tools you need. I left a link below for four great hosts with great pricing. It will cost you only 3.88 a month to get top of the line host and services.

Once you have a host you can start applying for your domain name(your dotcom name), then begin creating your site. I suggest trying Wordpress first to create your site. Wordpress is very user friendly and produces great results. There are thousands of themes to choose from and you just plug in your info.

By using wordpress instead of notepad you will quickly understand how to better achieve your goals. It is completely different than notepad and by trying it, you will be getting more experience and closer to your finished product. You can leave your work as a draft and only when you are completely satisfied, choose publish.

Notepad is essentially a document editor and really has very little to do with a webpage. Why not start practicing on a real web program?

I would get your host soon as some promotional deals may end. This way you will have all the tools you need and be practicing with them.
