I would start with w3schools.com.  They have a ton of tutorials and so forth.  Buy a few books as well. There are a *ton* of them out there.  Check out Amazon or BookPool.  You can actually code a website and open it in a web browser on your computer without having to upload it to a server.

Yahoo has a great free program.  Geocities.  http://geocities.yahoo.com  They html basics and other tools.
